PATH is currently recruiting a Software Development and Quality Assurance Lead who will support a CDC-funded program titled “Strengthening the Government of Tanzania’s Capacity to Develop, Implement, and Use Digital Health to Achieve HIV/TB Epidemic Control through Interoperable Information Systems, Governance, Quality Improvement, and Workforce Support under PEPFAR”. The project’s goal is to increase the ability of health information systems (HIS) to support high-quality patient-centered services, data quality, and subsequent use at all levels to achieve current and emerging health sector objectives. The project will work closely with the Government of Tanzania (GOT) and health system stakeholders to organize the building, implementation, and scale-up of Tanzania’s HIS and manage vendors/sub-partners to support the evolution and integration of the national HIS.

The project will increase ability of systems to support use of data from linked systems, support patient-centered clinical services, and use of data for monitoring and programmatic decision-making.

The Software Development and QA Lead who will work closely with the project teams and in collaboration with national and international project partners to design, develop, and oversee implementation of efficient and scalable integration solutions, adhering to best-practice standards in areas of performance, maintainability, exception handling & recovery. The Interoperability Advisor will support the project and GOT to use standards to enable data exchange and advise the MOH on how to better use data from interoperable systems. He or she will also play an important role in building GOT capacity of the use of data from interoperable systems. The Software Development and QA Lead who will report up to the HIS Development Director and be based in Dar es Salaam, Tanzania.

Responsibilities:
  • Establish software development milestones and monitors progress and adherence to project scope, requirements and design documents, schedules, and software development best practices.
  • Assume day-to-day responsibility for ensuring that the software development project is completed on time and within budget, and that all deliverables are of the highest quality.
  • Oversee the development, reviews and approves technical processes, standards and software architectures used to develop, implement and support solutions.
  • Oversee software development processes using the agile methodology, including the setup of processes and systems to monitor and guide activities (such as dashboards, basic reports, etc.) and developing templates for reporting to a wide variety of stakeholders at the local and global levels.
  • Manage partner relationships and service level expectations associated with the software development.
  • Evaluates test results against expected results, implements improvements to process and recommends alternative testing as needed.
  • Manages the development and implementation of QA methodology and the associated processes and practices that ensure an effective and efficient operation of the quality assurance function.
  • Develop standards and procedures to determine product quality and release readiness.
  • Oversee the design of, an automated testing bench, ensuring the design, development, and execution of effective automation workflows.
  • Ensure the identification, design and documentation of testing scripts, test cases, test plans, test progress and test results.
  • Ensure software bugs are discovered, documented and resolution is tracked efficiently and effectively.
  • Any other duties assigned by the line manager. Other areas as directed by the CDC Principal Investigator and Project Director.

Required Experience
  • Bachelor’s degree in computer science, software engineering, information technology or similar subjects
  • 5 years of experience working in digital health and software development
  • Extensive experience of a software development project lifecycle.
  • Advanced experience and an understanding of Software Quality Assurance methodologies and automation tools and practice.
  • A solid understanding of Agile Software Development.
  • Excellent English oral, written, and presentation skills including examples of report writing and/or presentations to be submitted with application.
  • Must be able to communicate and engage effectively with both informational communication technology professionals, health sector and management-level professionals, and be able to facilitate communication between these communities.
  • Strong attention to detail and a quality mindset.
  • A strong leader able to set a course of action and take ownership, together with a proven ability to lead, motivate, engage, empower and ultimately elevate the team.
  • The ability to juggle a multitude of competing priorities and to keep current on the progress and pain-points of multiple projects simultaneously, while continuing to advance each towards successful completion.
  • Highly organized and collaborative, with a proven ability to effectively navigate, coordinate, and work cross-functionally with a multitude of internal and external stakeholders.
  • Effective at communicating complex technical ideas to a non-technical audience;
  • Experience working with remote teams.
