National consultant to develop a sampling strategy for collection of
labour migration statistics through sample household surveys in Tanzania

Labour migration has always been part of the socio-economic landscape of East and Horn of Africa. The sub-region is vast and complex, and it broadly covers: Burundi, Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Malawi, Mauritius, Mozambique, Rwanda, Seychelles, Somalia, Sudan, South Sudan, the United Republic of Tanzania and Uganda.

Each country has its own labour migration profile, yet it shares the overall labour migration trend in Africa, which is largely represented by intra-regional flows and mainly characterized by the migration of low-skilled workers. Of great importance in the sub-region are South-South migration corridors to neighbouring labour markets in the search of better employment opportunities. Indeed, today, most East African countries participate in labour migration flows, whether as countries of origin, transit or destination. Demand in economic sectors such as agriculture, fishing, mining and construction as well as services such as domestic work, health care, cleaning, restaurants and hotels, and retail trade are significant drivers for labour migration within the sub-region and beyond.
The ILO’s work on labour migration statistics in East Africa is guided by the ILO’s 2018 ICLS Guidelines concerning Statistics of International Labour Migration.[1] Through its United Kingdom Foreign Commonwealth & Development Office funded project entitled “*Better Regional Migration Management*”, the ILO, is seeking build the capacity of the National Statistical Offices and relevant line ministries to strengthen and/or expand national programmes for labour migration statistics derived from a variety of sources.
In the long-run, this will contribute to building national and regional labour market and migration information systems (LMMIS) which in turn feed into labour migration policy development and inform sub-regional and interregional dialogue on bilateral labour agreements and regular migration pathway.
As part of the Project’s activities to strengthen labour migration statistics derived from household surveys in two partner countries, the ILO, is seeking to hire a qualified consultant to develop a sampling strategy for the collection of priority data on international labour migration suitable for implementation in Tanzania.
The planned start date of the consultancy is the 21 March 2022 and expected to be completed on the 30 April 2022. Number of days required to complete the assignment = 25 days

The consultant will work under the supervision of Technical Specialist – Labour Migration Statistics, to develop a sampling strategy to collect priority data on international labour migration though national sample household surveys. The consultant will review the existing major national household survey data collection activities of the NSOs and recommend possible sampling alternatives to collect key labour migration statistics using the planned surveys and/or stand-alone Labour Migration Surveys.
During this period (21 March 2022 – 30 April 2022), the consultant will:
- Specify the relevant target population(s), as per the labour migration profile of Tanzania suitable for data collection through a sample household survey (e.g. economically active foreign-born population, short-term or seasonal migrants, nationals working abroad [usual and/or non-usual resident in the country], return migrant workers, etc.)
- Evaluate the quality of the existing Sampling Frames in the countries and recommend the best sampling frame(s) to use for collection of Labour Migration Statistics as per the priority target population identified in Task 1;
- Where necessary, advise on ways and procedures of updating the Sampling Frame(s) and improving its/their use for designing samples with adequate coverage of international migrant workers;
- Review the number of cases of foreign-born population in existing data sets, then calculate the standard errors, check on the population coverage, and on that basis, make proposals on what should be done to improve the sampling design so as to adequately capture foreign born population in sample household surveys.
- Develop country-specific sampling designs for collection of Labour Migration Statistics, including;
· Propose alternative sampling strategies for (a) an independent migration survey or (b) to adjust the sample design of the identified national household survey(s) to incorporate the production of key statistics on international labour migration, including:
o The use of oversampling, sub-sampling or multiplicity sampling strategies;
o Stages of selection and use of clustering and/or stratification;
o Identify potential auxiliary data, if any, to improve the sampling design;
o Propose a minimum target sample size, taking into account expected non-response, a desired level of precision, for basic disaggregation’s by sex, age group, and other key variables;
o For existing household sample surveys, discuss and assess the potential impact to the precision and overall quality of the survey’s main indicators, for the sampling options proposed, as relevant, and the impact of the proposed changes to survey field operations and planning
· Provide the formulae for computation of the Sampling Weights for each of the alternative sampling options proposed;
· Provide a written report of the sampling options
The strategy should be completed by the 30 April 2022. The report will be used as a input to define a long-term strategy to strengthen official survey sources of labour migration statistics, in collaboration with the National Statistical Office of the partner country, as part of the BRMM project.
Methodology
ILO through the 20th International Conference of Labour Statisticians developed Guidelines concerning Statistics on Labour Migration. The proposed sampling strategy should be able to actualise the said guidelines, at the same time following internationally recognised principles of scientific sampling.

Review the objective, sampling design and data collection methods and develop a generic sampling strategy for collection of international labour migration statistics through other planned sample household surveys.

Proposal for an independent sample household survey on international labour migration
Review the national sample survey programme and existing statistical infrastructure and develop a plan for conducting an independent sample household survey. The plan should highlight proposed methodology including sampling strategy, timelines and resource requirements.

Payment terms and duration
The consultancy is expected to start from 15 March – 30 April 2022, . The following will be the Payment Schedule:
- 40% of the contract agreement upon submission of Deliverable #1 & #2 i.e., within two weeks after the signing of the agreement.
- 30% of the contract agreement upon submission of Deliverable #3; i.e., within three weeks after the signing of the agreement.
- 30% of the contract agreement upon submission of Deliverable #4 i.e., on completion of the assignment.

- Education – An advanced university degree in the relevant field of statistics, mathematics or other related disciplines; and post-graduate training in basic and applied sampling methodologies.
- Experience – At least seven years of relevant professional experience, with proven experience of work in sampling for national sample surveys, knowledge of the social and cultural context of the Eastern Africa Region,
- Experience
working at the international level in the development or promotion of
official statistics and international statistical standards.
Familiarity with ILO policies and the Decent Work Programme would be an advantage.
Languages – Excellent oral and written knowledge of English. Working Knowledge of French is an added advantage
