Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The SDG monitoring indicator 5.c.1 requires members states to track and make public allocation for GEWE commitments, including the Beijing Declaration and Platform for Action (BPfA), CEDAW and other instruments, linking the policy and legal requirements for gender equality with resource allocations for their implementation. Gender-Responsive Planning and Budgeting (GRPB) enables governments to effectively reduce gender inequalities through policies, plans and budgets that address equally the specific needs and priorities of women and men, girls, and boys, including the most excluded. It is an effective tool designed to track and analyze the way Governments make plans, allocate budgets, and use funds to promote gender equality and attention to LNOB issues through a variety of interventions. GRPB generates data revealing both gaps and achievements, helping to guide governments and other institutions to improve their plans, allocations, and spending to promote gender equality and LNOB in line with national, regional, and local priorities.

The UN Women Tanzania Office has been implementing GRPB initiatives and projects over the past eight years with government partners and civil society at different levels with positive results. The UN system in Tanzania, through the new UN Sustainable Development Cooperation Framework (UNSDCF), identified GRPB as crucial to increase and track financial commitments and accelerate progress towards GEWE and LNOB commitments. Tanzania’s new FYDP III with its strong elements on GEWE, Youth and People with Disabilities, provides yet another opportunity for UN Women and other UN agencies and development partners to strengthen GRPB capacities of select sectors / regions / LGAs to deliver concrete results for the most vulnerable groups, including women and girls. COVID-19 pandemic recovery measures also require an increased need to work with national partners to develop more innovative financing for GEWE and LNOB, including public and private partnerships.

Given these developments, the UN Women Tanzania Office is now seeking to upscale and expand its technical assistance to the Government on gender-responsive and inclusive planning and budgeting processes. To accomplish this goal, the UN Women Tanzania Office seeks to hire a National consultant with expertise in GRPB. Reporting to the Programme Specialist – GRPB and LNOB, provides programmatic and policy support ensuring successful implementation of programmes and initiatives under this portfolio.

Duties and Responsibilities
UN Women is looking for an International GRB Consultant preferably a strong economics background, who will take responsibility for providing technical support to Government partners on engendering the PFM.

Under the overall guidance of the the Programme Specialist – GRPB and LNOB, the consultant will work in providing technical expertise on GRB with a holistic approach to address opportunities and challenges in promoting sustainable development. The consultant will promote and strengthen the capacity and efforts necessary for inclusion and mainstreaming gender perspectives in national economic reform and transformation processes in line with international standards.
  • Technical and programmatic support in gender analysis of the public financial management system, including policies, strategic planning, budget preparation and execution. Integrate gender analysis into planned assessments of the PFM system, including diagnostic, institutional and technical capacity assessments where relevant;
  • Technical and programmatic support in GRB capacity development efforts with relevant stakeholders and provide recommendations to the oversight architecture to promote and institutionalize gender-equitable PFM reforms and policies across the budget cycle process.
  • Technical and programmatic support in knowledge management and development of knowledge products to strengthen technical capacity on gender issues including: conceptual clarity - gender mainstreaming, gender budgeting among others;
  • Technical and programmatic support to Ministry of Finance and Planning and the national gender machinery to substantively contribute to engendering the development and implementation of national policies/plans relevant for PFM;
  • Technical support in monitoring the programme/ project implementation of activities and finances using results-based management tools;
  • Any other related functions assigned to the Gender Advisor as circumstances may dictate.

Required Skills and Experience
Education and certification:
  • Master’s degree or equivalent in International Development, Economics, Political science, Social science, Gender/Women studies, human rights, international relations or other social science fields is required;
  • A first-level university degree in combination with 5 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
  • At least 7 years progressively responsible experience in designing and managing programmes and advocating for Gender Responsive Budgeting; ideally with some experience in Tanzania
  • Technical experience in GRB;
  • Experience in programme, policy analysis, and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN is an asset;
  • Experience working in the region is an asset.

Language Requirements:
  • Fluency in English and Swahili is required;
  • Knowledge of the other UN official language is an asset.
