The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5 year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

Job Description

 Job Description
The technical officer biomedical engineering - provides overall expert technical guidance and support behind the project’s strategies, and work plan activities, to develop specifications for equipment and infrastructure needs of the selected hospitals, to capacitate them to use liquid medical oxygen (LOX), provides technical assistance for the selected hospitals to install and maintain LOX equipment and infrastructure, develops the LOX system sustainability plan for targeted hospitals and supports the costing of each item and activity as part of the costed workplan. The biomedical engineer should perform the above in accordance with the workplan and in consultation with health facilities medical officer in charge, local biomedical engineers, MoH officials, LOX equipment supplier/s and key stakeholders such as CHAI and any existing oxygen task force at national and subnational level.

Main Function/Responsibilities
  • Support procurement process including developing technical specifications, evaluation of bids and overseeing appropriate installation and commissioning of the entire LOX system including cryogenic tanks, vaporizers, and other related equipment and accessories that support medical oxygen use in selected facilities.
  • Support the piping networks installation and commissioning in prioritized wards of the targeted hospitals to deliver medical oxygen through terminal outlets at patients’ bed and to ensure the increased use of medical oxygen from the LOX system and other sources of oxygen.
  • Develop standard operating procedures (SOPs) and guiding tools to support capacity strengthening for both BMEs responsible for operating and maintaining LOX systems, and health care workers (HCWs) working in critical care services at all selected facilities
  • Support the MoH to negotiate with potential manufacturers and suppliers to supply liquid medical oxygen (LOX) at an affordable price that health facilities will sustainably continue to get access to medical oxygen after project support ends
  • Mentor and train healthcare workers and biomedical engineers/technicians on proper use of LOX system to all selected facilities using standardized training materials. Follow-up after training/mentorship will be conducted to better support the on-the-job skills transfer to facilities.
  • Adopt a training package from the existing MoH training packages, especially for BMEs, to include the LOX system operations and routine maintenance.
  • Participate in the development of sustainability plan of LOX systems after USAID support ends.
  • Support facilities to develop LOX sustainability plans in collaboration with the MoH, and key stakeholders.
  • Work closely with the facilities medical Officer in charge and zonal Biomedical engineers to document and submit quarterly project success stories.
  • Contribute to all USAID reporting deliverables which include but are not limited to, quarterly reports, annual reports, and work plans.
  • Represent the project in relevant technical working groups with Government, stakeholders and implementing partners.
  • Maintain excellent Government, stakeholder, creative agencies, and partner relations.
  • Perform other related duties as requested by the immediate supervisor.

Minimum Requirements
  • Degree in Biomedical engineering with at least 5 years’ experience.
  • A degree related to health technology products is preferred.
  • At least 5 years of relevant experience in the regulation of health technological products with a focus on medical oxygen.
  • Extensive experience with medical oxygen systems, particularly in liquid medical oxygen equipment and infrastructure.
  • Considerable experience in the development of standard technical specifications, manuals for medical devices, quality testing references, assessment of technical files prior to listing and performance of quality audits for medical devices manufacturers.
  • Knowledge of health and development programs in Tanzania including familiarity with relevant national guidelines, standards, and protocols.
  • Familiarity with Tanzania's public health sector at regional, district, and council levels and experience working with these teams.
  • Experience in technical capacity building especially conducting trainings to Health Care workers
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication.
  • Well-developed computer skills.
