The company is a subsidiary of AngloGold Ashanti, an international gold producer headquartered in South Africa, with operations in more than ten countries, in four continents. The mine is situated in the Lake Victoria Gold fields of North Western Tanzania, only about 85 km’s from Mwanza City and 20 km’s South East of the nearest point of Lake Victoria.
The company has its head office in Geita, only 5 Km’s west of the fast-growing town of Geita, and also a supporting office in Dar es Salaam.

PURPOSE OF THE ROLE:
The purpose of the Investigation and Intelligence Superintendent role is to manage information. gathering and sharing process, investigation of cases, analyzing the security situation, and recommend appropriate control measures that would proactively assist to mitigate security risks and threats to the business. To contribute to overall crime prevention and investigation performance through proper coordination of the intelligence and investigation function. The role shall focus on the management of the investigation and Intelligence team.

QUALIFICATIONS:
  • Advanced Secondary Education and Above.
  • Investigation and Intelligence knowledge
  • Former Police Officer will be added advantage.

EXPERIENCE:
  • Minimum 5 years’ experience in conducting advanced security investigations and intelligence gathering within the mining and extractive sector.
  • Knowledge /experience in advanced criminal investigations working within the context of specialized government investigation agencies.

MAIN OR KEY ACCOUNTABILITIES:
  • Initiate detailed investigations and enquiries into all general and white-collar crimes, and disciplinary offence incidents at GGM. This may include incidents that occur within the GGM SML or externally that relate to GGMs activities.
  • Develop and implement security Intelligence Strategy to support the security operations.
  • Provide support to compliance and assurance superintendent in managing the security risks and keep the risk register up to date.
  • Analysing and reporting of gathered information to Security Management for informed decision.
  • Maintain competency and awareness of current investigation techniques and methodologies and use sound judgment to select the most appropriate framework to undertake a root cause analysis for example the James Reason, Swiss Cheese root cause analysis models.
  • Recommend specific actions and monitor outcomes to support the correction of failures that contributed to a loss whether physical asset or financial. These include Organizational, controls, preconditions to the incident and the trajectory of opportunity.
  • Participate and coordinate risk assessment process on regular basis.
  • Coordinate incident review and feedback sessions as required and monitor improvement opportunities via iSIMS, AuRisk and through active engagement with the relevant department.
  • Preparation of Incident Notification and Learning from Lessons bulletins for GGM, CARO and AGA distribution where necessary.
  • Process and manage material evidence and witness representation in disciplinary and criminal cases. Coordinate surveillance and counter surveillance operations.
  • Provision of technical and specialist input to the planning, implementing, and monitoring of GGM’s Security Management Plan and systems in conformance to the AGA Global Security Standard, Tanzanian Penal Code, AGA, CARO and GGM safety management frameworks.
  • Review safety performance and recommend to the Safety & Health Manager systematic Programme to monitor employees, equipment, and contractors, for effective compliance with Security Management practices, standards, and requirements.
  • Enforce Hazard Management Program
  • Manage the Informer Network system through Intelligence analyst to ensure compliance on Informer Handling Procedure, and regular update on the informer database and recruitment of new informers.
  • Engage and collaborate with external stakeholders (law enforcement agents) in the information gathering and sharing, joint investigations and operations, and follow-up on the external cases related to GGM activities.
  • Coaching, training, managing behavior, instill assertiveness within your area of accountability. Promote understanding and respectful communication through continual engagement with subordinates. developing plans and review
  • Crime Trend Analysis, Reviews, Interpretations and Recommendations that helps security management on proper decision making and therefore deploy Interventions for use by the company and contractors.
  • Availability of Succinct investigation reports and diagrams for review and distribution and further comment within AGA, regional office and GGM including contractors
  • Timely Submission of investigation reports
  • Timely & efficiently completed investigations and enquiries into all general crime and disciplinary incidents at GGM. This may include incidents that occur within the GGM SML or externally that relate to GGMs activities.
  • Proper coordination between Investigations and intelligence duties and therefore increased effectiveness and efficiency within the section.
  • Availability of updated procedures and security risk assessments that ensures alignment with collateral partners.
  • Properly documented records of key security / investigation information on company shared drives .

ADDITIONAL REQUIREMENTS:
  • Ability Conversant with all the commonly used investigation principles and techniques and how they can assist an investigation, Knowledge of applicable legislation and Knowledge of Project Management in an investigative project-based environment.
  • Fluency in English and ability to write concise and analytical investigation reports.
  • Computer Literate - Intermediate to Advanced MS Word, Visio and Excel, and thoroughly proficient in several of the AngloGold Ashanti software applications
  • Maintain competency and awareness of current investigation techniques and methodologies and use sound judgment to select the most appropriate framework (AIIP) to undertake a root cause analysis for example the James Reason, Swiss Cheese root cause analysis models.
