EXPRESSION OF INTEREST FOR A CONSULTANCY SERVICE TO CONDUCT BASELINE STUDY FOR THE CHILDREN IN STREET SITUATIONS (CiSS) PROJECT IMPLEMENTED IN THREE PROGRAM LOCATIONS (DAR ES SALAAM, DODOMA AND MWANZA)
Introduction
SOS Children’s Villages in Tanzania is a local non-government and non-denominational organization that works to protect and care for children who have lost parental care, or who stand at risk of losing the care. SOS Children’s Villages has been working in the United Republic of Tanzania since 1991. Our programs are alternative care, family strengthening and advocacy implemented in Zanzibar, Arusha, Dar es Salaam, Mwanza and Iringa. Currently, the organization is expanding its operations to Dodoma Region. Description of Programme Location

SOS Children’s Village Tanzania will work with the government to implement Children in street situation (CiSS) project to address the challenges of the Children in the Street Situation (CiSS) in Dar es Salaam, Dodoma and Mwanza. The proposed comprehensive efforts will be gearing towards devising strategies and plans to address the challenge of the Children in Street Situations (CiSS) in the three regions.

The project will leverage partnerships; as such, the interventions will foster family-school-community structures partnerships to support the Out of School Children on the Streets access to Schools or vocational trainings. Specifically because school dropout has been identified as an early warning sign for the children at risk of becoming street children. In addition, the children in street situations in Tanzania would benefit more with improved access to basic services such as education and health.

Further, the project will focus on strengthening key support systems through facilitation and capacity building of the government frontline workers, particularly social welfare officers. These trained professionals will play a crucial role in conducting assessments at both district and ward levels helping effective case management and guiding the reintegration of CiSS.

The overall Goal and Expected Results
The proposed project is aiming at reducing the prevalence of Children in Street Situations in Dar es Salaam, Mwanza and Dodoma. The specific objectives are to; Support Children in Street Situations (CiSS) in Dar es Salaam, Dodoma and Mwanza access quality care and protection to build/rebuild their lives;

Build the capacity of families, caregivers and communities to protect the rights and wellbeing of the Children in the Street Situations (CiSS) in Dar es Salaam, Dodoma and Mwanza; Promote implementation of policies, laws and regulations for improved welfare of Children in the Street Situations (CiSS) in Dar es Salaam, Dodoma and Mwanza; and Support systems strengthening to prevent and respond to the challenges faced by children in street situations. Rationale and Overall Objective of the Baseline Study

SOS Children’s Villages is looking for a Consultant(lndividual or Firmjto conduct a baseline study that serves as a critical starting point for various projects, programs, or research initiatives. Its main purpose is to establish a comprehensive understanding of the current conditions, status, and relevant variables in a particular area or context before any interventions or changes take place.

The rationale behind a baseline study is to provide a comprehensive understanding of the current state of affairs, while the overall objective is to inform decision­making, set benchmarks, support resource allocation, assess risks, and establish a foundation for monitoring and evaluation in the context of a specific project, program, or research initiative. The rationally behind the baseline evaluation survey for the CiSS project are highlighted below.

  • A baseline study intend to analyze of the situation prior to a CiSS project implementation against which progress can be assessed and comparisons made;
  • The baseline study will establish the situation of the target group – as per indicators defined in the results framework after the CiSS project is designed, but before implementation has started; and
  • The baseline study also will test the validity, reliability, and data availability of indicators (for example: do they measure what you need; are they cost-effective to gather; etc.
  • Key Tasks
  • Test indicators and their proposed sources of verification on availability and reliability;
  • If necessary: suggest modification on either source of verification or indicator definition / operationalization (only in case of severe challenges in collecting reliable data);
  • Establish baseline indicator values for all indicators defined in the results framework; and
  • Provide a short report with recommendations and a narrative summary of the baseline findings.

Methodology
The data collection process is to be proposed by the Consultant and should include existing reports such as the needs assessment; Situation analysis report, interviews with key stakeholders like representatives of the target group, community leaders and representatives of the municipality, accessing country statistics etc. The technical proposal is expected to include a section on methodology.

Expected Deliverables
Inception report;
Data collection tools;
Documentation of activities (e.g. interviews) carried out;
Data set in excel sheet; and
Baseline study (draft and final) report containing (see outline in the annex):
o Executive summary;
o Methodology;
o Recommendations on indicators and sources of verification;
o Outcome of baseline study (table with baseline values); and
o Narrative summary and recommendations. Minimum Qualifications of the Researcher/ Research Team

The researcher / team of researchers must have:
  • A Bachelor degree (Preferred Masters or PHD) in Project Management, Monitoring and Evaluation, Economics, Development Studies, Social Work, Demography, Statistics, or other related social sciences discipline;
  • At least 7 years’ experience with proven competency in the design and implementation of evaluations, assessments or baseline study/surveys including qualitative and quantitative data collection;
  • A good understanding of development work in Tanzania;
  • A good understanding of child rights and issues affecting vulnerable children (particularly Children in street situation) and their families;
  • Strong analytical and conceptual skills in in data collection and analysis both qualitative and quantitative data using different data analysis techniques including but not limited to SPSS, STATA;
  • Proven track-record applying participatory evaluations; Excellent written communication skills;
  • Excellent knowledge and understanding of research methodologies and processes.
  • Demonstrated experience in leading at least three baseline Evaluation at National and Regional level;
  • Knowledge of Result based Management(RBM); and
  • Ability to use different digital data collection techniques will be an added advantage. 
Duration
The assignment is expected to take one(1)month beginning immediately after signing of contract by both parties.

  • Cover letter and updated Curriculum Vitae (CV) of the Consultant that spells out qualifications and experience with this assignment;
  • Technical proposal; and
  • Financial Proposal that includes all taxes.

The deadline for submissions is Tuesday 13 February 2024, at 14:00 p.m. Tanzanian time.
