Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action worldwide. It provides solid and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

The programming of UN Women in Tanzania includes support to the Government, civil society organizations, and other partners in the development and implementation of innovative approaches aimed at achieving gender equality and the empowerment of women. In Tanzania, UN Women supports efforts of the national partners and UN agencies in the implementation of gender equality commitments in compliance with international standards, the UN human rights conventions, resolutions, and agreements ratified by the United Republic of Tanzania.

It provides strong and coherent expert and technical support to the implementation of gender equality priorities in national and UN efforts, in line with the UN Sustainable Development Cooperation Framework for Tanzania, building effective partnerships with civil society and other relevant actors. It strengthens coordination on gender equality and women’s empowerment programming, enhancing cooperation in a framework of the Agenda for Sustainable Development 2030.

Focusing on five strategic priorities, UN Women in Tanzania is implementing a wide range of programmes focused on strengthening global norms and standards; increasing women’s leadership and political participation, including at local levels; enhancing women’s economic empowerment; ending violence against women; and engaging women in all aspects of peace and security processes.

For the purpose of supporting the UN Women extensive portfolio in making visible the multitude of actions implemented in partnership with government and CSO counterparts, strengthening advocacy around UN Women’s mandate, as well as communicating clearly and actively about all the results achieved for women and girls, UN Women in Tanzania is seeking to engage a National Communications Consultant to support the development of a communications strategy for the period of 2024-2027, in alignment with the Country Strategic Note.

Goals and objectives
The main goal of this assignment is to support the UN Women Office in the development of a communications strategy to proactively advance the strategic positioning of UN Women and its mandate through effective outreach to raise awareness of the key stakeholders, target audience and donor community on the mandate, strategic goals, and activities of UN Women in Tanzania; and amplify advocacy efforts on gender equality and the empowerment of women.

Duties and Responsibilities
With the overall guidance of UN Women, the primary duties are to:
  • Conduct a desk review of the previous communications strategy, the UN Women Strategic Plan, UN Women Tanzania Strategic Note, UNSDCF, and relevant documents on ongoing UN Women programmes.
  • Conduct a communications survey with UN Women Tanzania partners and one-to-one meetings with key UN Women staff, and partners.
  • Develop a communications strategy for the UN Women Country Office to enhance awareness of the key stakeholders, target audience and donor community on the mandate, strategic goals, and activities of UN Women in Tanzania; and amplify advocacy efforts on gender equality and the empowerment of women. The strategy must specify key messages, appropriate communications products, communication channels, dissemination methods – including guidance on disseminating knowledge products – and campaign strategies.
  • Develop social media and crisis communications plans to be added as annexes.
  • Develop a costed implementation plan for the communication and advocacy strategy including the annual activities related to advocacy and communication.

Working modality
Under the oversight of the UN Women Tanzania Communications Analyst, the consultant contracted will deliver on assigned work from their home location.

Deliverables and Payment Schedule:
  • An inception report detailing the process of the development of the strategy.
  • An outline of the communication strategy.
  • A first draft of the communication Strategy, social media plan, crisis communications plan, and costed implementation plan.
  • Strategy presentation to UN Women staff.
  • A final version of the Communication Strategy incorporating comments on the first draft.

Required Skills and Experience
Education:
  • Bachelor’s degree in Mass Communications or any other relevant field

Experience:

  • A minimum of seven (6) years of professional experience in strategic communications and advocacy, which must include developing communications and advocacy strategies.
  • Proven track record of creating innovative communications and advocacy initiatives, such as social media campaigns, events, and competitions.Knowledge of gender equality and women’s rights.
  • Proven familiarity or a track record of working with the United Nations and/or other international organizations.
Language Requirements:
  • Fluency in both written and spoken English and Swahili is required.
