How can you make a difference?
The purpose of the Education Economist is to support the ministry of education to conduct insightful research and analysis on various aspects of education policy, financing, and economic impact. The economist will provide support to government to offer evidence-based recommendations and contribute to the development of effective education strategies and interventions. The economist will be domiciled at Dodoma in the MoEST office.

Scope of Work:
2.1 Research and Analysis

• Conduct rigorous research on education-related topics, including education financing, intervention cost-effectiveness, human capital development, and educational outcomes.
• Analyze data and economic indicators to gauge the impact of education policies and programs on student achievements, labor markets, and overall economic growth.
• Stay abreast of the latest research and literature within the realm of education economics and remain informed about pertinent policy advancements. 2.2 Policy Development and Recommendations
• Provide evidence-based recommendations to governmental bodies, non-profit organizations, and educational institutions regarding education financing, resource allocation, and equity concerns.
• Evaluate the efficacy of existing education policies and propose innovative strategies aimed at enhancing educational systems, minimizing disparities, and improving learning outcomes.
• Collaborate with policymakers and stakeholders to devise education frameworks that harmonize with economic objectives and foster sustainable development.
• Provide support to senior government policymakers and decision-makers through data analysis and timely reporting. 2.3 Project Evaluation and Impact Assessment
• Conduct both ex-ante and ex-post evaluations of education policies, programs, and interventions to ascertain their cost-effectiveness and long-term impact.
• Employ quantitative and qualitative research methodologies to assess the efficiency and equity of education investments, pinpointing areas ripe for enhancement.
• Provide recommendations for the monitoring and evaluation of education programs, ensuring accountability and continuous improvement. 2.4 Knowledge Sharing and Capacity Building
• Support the government in publishing research findings, policy briefs, and other crucial documents to contribute to the progression of knowledge in the domain of education economics.
• Disseminate research outcomes to a diverse array of stakeholders and partake in knowledge-sharing initiatives such as workshops, seminars, and conferences.
• Provide technical expertise and capacity-building support to education professionals, policymakers, and organizations involved in endeavors aimed at reforming the education sector.

PAYMENT SCHEDULE.
UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS.
Evaluations: The applicant should submit financial proposals which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.

Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%,. The financial part will take 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travel and accommodation) and eventual total consultancy cost.

LOCATION, DURATION & LOGISTIC
The consultant will be working remotely and will be required to travel 6 trips including 2trips Morogoro, 2trips Dar es Salaam and 2trips Arusha. The contract is expected to start from 1st May 2024 to 30th April 2025.

  • Possess an advanced university degree master’s degree in either economics, Statistics, Education, or Social Sciences.
  • Demonstrate robust analytical capabilities coupled with extensive experience in employing quantitative research methodologies and statistical software tools.
  • Exhibit proficiency in conducting econometric modeling and proficiently analyzing data sets.
  • Demonstrate record of at least five (5) years of pertinent experience including analysis, planning, and management within education systems.
  • Proven expertise in crafting comprehensive education and training sector development plans, including the formulation of budgeted action plans.
  • Good background in collaborating with governmental bodies to conduct institutional analyses, identify capacity gaps, and implement institutional strengthening initiatives.
  • Good knowledge of education systems, policies, and challenges at both national and international scales.
  • Working comprehension of the relationship between education and economic development.
  • Exceptional written and verbal communication abilities, enabling effective.
  • dissemination of complex concepts and ideas.
  • Demonstrate capacity to work autonomously as well as synergistically within diverse interdisciplinary teams.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual

Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
