The Center for International Forestry Research (CIFOR) and World Agroforestry (ICRAF) envision a more equitable world where trees in all landscapes, from drylands to the humid tropics, enhance the environment and well-being for all. CIFOR and ICRAF are non-profit science institutions that build and apply evidence to today’s most pressing challenges, including energy insecurity and the climate and biodiversity crises. Over a combined total of 65 years, we have built vast knowledge on forests and trees outside of forests in agricultural landscapes (agroforestry).

Overview
About 65% of Africa’s farmland and 50% of the total land area in Tanzania is degraded, posing a serious problem for rural communities who directly rely on the land for their livelihood. Degraded agricultural landscapes are vulnerable to climate change effects and hence adversely affecting the adaptive capacity of rural communities. Africa countries through the Africa Forest Landscape Restoration Initiative (AFR100) plan to restore 100 million ha of land by 2030. Country’s commitments, including 5.2 million ha for Tanzania, have surpassed this target by about 30%.
Over the years, Tanzania has developed regulations, strategies and programs related to on-farm land restoration and more recently the carbon trading regulation. These policy framework documents inform plans and strategies to meet the national land restoration targets. Integrating on-farm land restoration and carbon farming with livelihood benefits is key to the successful engagement of smallholder farmers to contribute to the national agenda on landscape restoration. It is on this background that The Center for International Forestry Research and International Centre for Research in Agroforestry (CIFOR-ICRAF) is implementing a project titled “On-farm Land Restoration for Livelihood and Environmental Benefits – OREL”.
The project has three interrelated key results areas:
1) Tools and enabling conditions, 2) Tree based inputs and value chains, and Bioeconomy of biomass energy. The goal of this assignment is to analyze policies, institutions, strategies, and action plans related to land restoration and carbon farming to identify priorities, knowledge gaps and needs in supporting land restoration, carbon farming, and other environmental benefits in agricultural landscapes.
Duties and responsibilities
1. Objectives of the assignment
The objective of this assignment is to collect baseline information to inform design of the implementation and monitoring activities to assess performance assess performance throughout the duration of a project.
2. Tasks and Deliverables
The following indicative task and associated deliverables are expected at the end of this assignment:
Conduct a critical review of policy framework documents (policies, strategies, programs etc.) of the government, development partners and other stakeholders to establish status, needs and knowledge gaps in the enabling environment for on-farm land restoration and land-based carbon sequestration initiatives.
( Deliverable 1 : Draft report on the study findings and policy recommendations by 15 th August 2024). To consult key stakeholders to complement the findings of the literature review. Develop data collection tools (e.g., questionnaire guides, and consent form) and present during the inception work for inputs from stakeholders. The tools shall be in both English and Swahili language(s) to minimize distortion of information by enumerators during the interview.
( Deliverable 2 : Final report and a policy brief by 30 th August 2024).

Requirements
- At least MSc. in a discipline relevant to Agricultural and Forest Economics, Natural Resource Economics, Environmental Sciences, or related fields. PhD in related fields is an added advantage .
- At least 5 years’ experience in conducting socio-economic surveys in Agribusiness, Agroforestry, Forestry, Land Management, and Natural Resources.
- Excellent interpersonal and communication skills, with the ability to effectively interact with people in a multi-disciplinary and multi-cultural environment.
- Experience in working with a wide and diverse network of groups, individuals, and farmers. eNbuWn5 uykF0
- Experience with the CGIAR, UN and/or other international organizations an added advantage.
Education, knowledge and experience
