The Continuing Professional Development (CPD) framework is vital for the country to achieve the national and global strategic health goals by ensuring that healthcare workers (HCWs) continuously maintain and enhance their professional skills and knowledge throughout their careers. As the national guiding document, the CPD framework provides strategic direction on critical aspects of the CPD system in Tanzania, including license renewal requirements, CPD point accrual modalities, and other essential guidelines.
In response to emerging needs and evolving dynamics within the healthcare sector, the CPD framework, originally developed in 2011, has undergone a necessary revision resulting in a recently finalized National CPD framework 2024. To fully operationalize the updated framework and implement the needed changes in CPD activities across Tanzania, further steps are required.
How can you make a difference?
The purpose of this assignment is to provide technical assistance to the Ministry of Health's Directorate of Human Resources (DHR) to operationalize the revised Continuing Professional Development (CPD) framework of 2024. The deliverables from this consultancy will be utilized by various directorates within the Ministry of Health (MoH), the President's Office – Regional Administration and Local Government (PORALG), professional councils and associations, public and private employers in the health sector, Development Partners (DPs), Implementing Partners (IPs), and healthcare facilities to institutionalize, monitor implementation and take necessary actions to ensure compliance and effectiveness of the CPD related activities.
Scope of Work
UNICEF is seeking a consultant to collaborate with the MoH-DHR to translate the revised CPD framework into actionable steps across various levels and among diverse stakeholders.
What key questions will get answers as a result of this consultancy? How can the recommendations of the framework be implemented by regulatory authorities?
How can professional association increase CPD uptake and effectiveness?
How can the establishment of the CPD cross programmatic committee be linked to the national health sector review process to define learning priorities/mandatory learning courses for the year?
The consultant will be responsible for the following tasks:
a. Provide technical assistance for the dissemination of the Revised CPD Framework:
- Collaborate with the DHR to prepare and participate during dissemination of the revised CPD framework across the eight mainland administrative zones: 1. Eastern Zone (Morogoro, Pwani and Dar es Salaam) 2. Northern Zone (Arusha, Kilimanjaro and Tanga); 3. Lake Zone (Kagera, Mwanza, and Mara); 4. Western Zone (Kigoma, Tabora and Shinyanga); 5. Central Zone (Dodoma, Manyara and Singida); 6. Southwest Highlands (Katavi,7. Southern Highlands Zone (Iringa, Njombe and Ruvuma); 8. Southern Zone (Lindi and Mtwara)
- Work with DHR to disseminate the revised CPD framework to all regulatory bodies.
- Work with professional associations to promote and disseminate the revised CPD framework.
- Engage with the Medical Council of Tanganyika (MCT) and the Tanzania Nursing and Midwifery Council (TNMC) to assess the alignment of their current guidelines with the revised CPD framework.
- Develop a transition plan for MCT and TNMC to integrate the new CPD guidelines.
- Conduct workshops with MCT and TNMC to facilitate the incorporation of the framework's recommendations into their respective guidelines.
- Work with the DHR to finalize and approve the ToR.
- Coordinate the first committee meeting.
- Support the committee in the first selection of mandatory courses for the year and their points.
- Collaborate with regulatory bodies and professional associations to approve three cross cutting CPD modules, including leadership and management, respectful care, and effective communication and essential emergency and critical care (EECC).
- Assist regulatory bodies in accrediting these approved cross-cutting modules.
- Work with the national e-learning platform to host the accredited modules.
- Work with the DHR and relevant stakeholders to systematically document and describe the CPD framework revision process.
- Develop a manuscript that is ready for publication which details the CPD framework revision and operationalization process.

UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.
ASSESSMENT / SELECTION PROCESS AND METHODS
Evaluations: The applicant should submit both technical and financial proposals which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will take 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travel, and accommodation) and eventual total consultancy cost.
LOCATION, DURATION & LOGISTIC
The consultant will be required to travel to Dodoma, Mwanza, Kilimanjaro, Mbeya, Tabora and Kigoma (12 trips). The consultancy is expected to be for five months.

To qualify as an advocate for every child you will have…
- Advanced degree (master’s or MMed) in public health, health management, human resource management or related field
- 8-10 years’ experience in healthcare education and
- professional development, with a focus on CPD for healthcare workers In-depth understanding of adult learning principles
- Strong facilitation and presentation skills
- Fluency in written and spoken English is required.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
