Shelter Technical Assistant at Norwegian Refugee Council (NRC) September 2024

Job Description:

Position:
Shelter Technical Assistant
Reports to: Shelter Project Coordinator
Supervision of: Incentive workers (none-NRC employees)
Duty station: Nyarugusu, Tanzania
Travel: 2%
Project number: TZFM2403
Duration and type of contract: 4 months with possibility of extension subject to funding availability

Responsibilities
The purpose of the assistant position is to assist in the day-to-day implementation of the shelter project.
Generic responsibilities
  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
Specific responsibilities
  • Support the shelter officer in formulation of project work plans and provide quality and timely reports to the officer on projects progress.
  • Supervise and monitor construction of shelters,roads and building facilities at school,police and distribution centres.
  • Request construction materials from the warehouse in a timely manner, supervise and monitor distribution of construction materials to the beneficiaries.
  • Monitor and ensure proper usage of the construction materials, assets and tools.
  • Facilitate effective implementation of all construction activities which includes supervision and monitoring of building facilities and roads for service delivery, emergency and transitional shelters for camp consolidation.
  • Preparation of bill of quantities as requested from time to time.
  • Recruit, train and manage incentive workers (community mobilizers, quality monitors, construction workers).
  • Supervise and develop the capacity of refugee community workers implementing shelter construction activities.
  • Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in Programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities.
  • Take part in general assessments, upon requestM&E, Education, ICLA, WASH staff

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
  • Logistics, Finance and HR/Admin teams at NRC Kibondo
  • Relevant local authorities, peer INGO’s and UN agencies
  • Environmental protection actors

Scale and scope of position
  • Staff: Refugee incentive workers (no employees)
  • Stakeholders: UNHCR, DRC National and District government, esp. MoHA, shelter IPs and other IPs, Host community and Refugee Camp leaders, Refugee community
  • Budgets: N/A
  • Information: Agresso procurement, Intranet, NRC Workplace
  • Legal or compliance: National Labour law, National staff terms of employment, tender and awards committee for vendors

Qualifications
Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

  • These are skills, knowledge and experience that are important for effective performance.

  • Experience from working in a humanitarian/recovery context in shelter construction, building facilities construction and road repairs.
  • Documented results related to the position’s responsibilities
  • Fluency in English, oral and written
  • Participate in appropriate professional development of project portfolio
  • At all times in and outside work adhere to NRC Code of Conduct
Context/ Specific skills, knowledge and experience:
  • Degree/Diploma in Civil engineering, or relevant practical experience. Possibly experience in humanitarian assistance.
  • Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
  • Experience in supervision of buildings construction.
  • Knowledge of Kirundi/kiha is an added advantage
  • Political and cultural awareness
  • Ability to work independently in a result oriented multi-tasking and multi-cultural environment
  • Sensitivity to the needs and priorities of disadvantaged populations (minority groups etc.)
